Why does UT solicit money every year?

Doesn't the state of Texas provide funding for TACC?
With state funds comprising less than 16 percent of the university's annual budget, UT Austin relies on private gifts to strengthen its position among the nation's best institutions of higher learning. Investing in the university can help attract and retain the best faculty, provide a superior educational experience for students, and support new research across the campus.
